Policy on one side,
terminals on the other.

I trained in computer science, but my career kept pulling me toward the place where policy meets implementation. At the Department of Health and the Office of Transportation Cooperatives I learned how institutions actually move. At the Department of ICT I worked with the eGov team on development communications — telling the story of digital government and building the communities around it. At the Civil Service Commission I now work on the strategy and systems side: ISSPs, inter-agency coordination, AI adoption, and the slow, satisfying work of making government easier to deal with.

The through line: I would rather build a system that solves a problem permanently than solve the same problem twice. Documentation is a deliverable, not an afterthought. Simplicity wins. And the same curiosity that drafts a strategic plan at the office runs a Proxmox cluster at home.

A permanent IT division, from scratch

Problem
The agency had no permanent IT organization — no plantilla positions, no continuity, no budget line of its own.
Approach
Authored the complete technical and organizational proposal for a Management Information Systems Unit — staffing structure, functions, and justification — and navigated it through government's strictest regulatory frameworks.
Impact
Definitive approval from the DBM. The agency now has a funded, permanent IT division to carry its digitalization pipeline for decades.

Delegate to the Regional Symposium on Effective Governance and AI Transformation — contributing to the dialogue on how civil services across the region should adopt AI: the policy, the ethics, and the infrastructure underneath it all.

Problem
Information Systems Strategic Plans are the foundational ICT documents of every agency — and they are written by hand, in Word, against a moving template.
Approach
A structured editor with a full design system: overview dashboard, sidebar navigation, and section-by-section editors that know the ISSP format.
Impact
A path toward machine-readable strategic plans — and one less reason for agency ICT units to dread planning season.

Problem
Kanya-kanyang bayad is a cultural institution, and generic split apps don't handle the itemized, quantity-scaled, peso-denominated reality of a Filipino group bill.
Approach
Itemized billing algorithms with real-time quantity scaling and careful state handling, wrapped in a social-first flow.
Impact
Deployed and settling real bills in the wild — the best QA team is a barkada with receipts.
